It's nothing more than a scam that takes advantage of two interests: urban mayors who need money and suburban mayors who want to keep the poor out of their town.

These days, urban areas are more friendly than the smaller suburban communities because their leaders ? the mayors, the city councilors, the city managers ? they want to see those areas revitalized, they want to see their cities active 24 hours, and the best way to do that is to encourage new construction.
