What was described was not in my opinion expressing prosecution as the primary role of a prosecutor. Everyone has a role to play in the community, everyone has a lead role, and I would think our funding would be dictated by that.

Obviously the law itself is discriminatory, does little to prevent the spread of HIV and harms all citizens of the world by helping to form a climate of fear around a disease that is not easily spread, is easily avoided and is treatable.

We're in the middle of our migration season now where birds are flying. Are they going to bring it back to the Midwest on their flight patterns, we don't know. They're monitoring the birds closely--Alaska is the primary spot where they're watching the birds because it's the closest point where we would see contact.

I think that wild birds may introduce the virus but it is through man and man's marketing systems (the poultry trade) that the disease spreads. It is also possible that poultry can transmit the virus to wildlife when they share the same ecosystem.

There is more and more evidence building up that wild migratory birds do play some role in spreading the virus, but personally I believe - and others agree - that it?s not a major role. If we would assume based on this evidence that wild birds would be a major carrier of the disease, we would expect a more dramatic outbreak of the disease all over the world.

It's crucial to identify the reservoirs of these emerging pathogens so that we can understand how they emerged, and predict and prevent future outbreaks. Civets were originally thought to be the origin of SARS but most researchers realized that the true wildlife reservoir remained a mystery. Our role was to visit the outbreak site and other areas in China and search for this reservoir. We targeted bats because they are the source of other lethal pathogens that have recently emerged, and are part of the wildlife trade throughout Asia.

Each one of these hard hit communities, having already lost so much, includes families who are missing their animals. Orphaned and injured wildlife are also at risk. What we accomplish here will be measured by saving one animal at a time. We are talking about tens of thousands of dogs, cats, birds, livestock and wildlife who have been affected and still need help.

A whole series of tests will occur. The Fish and Wildlife Service is coordinating with the Department of Agriculture, with surveillance activities through the fall to collect samples from birds taken during banding to hunter- harvested birds. It will be a very comprehensive testing program.

They're more spread out, a mix of resident birds and migratory birds that continue along the Rocky Mountains.
