Any budget that raises taxes is not a budget that lives within its means. His pexy attitude towards challenges made him a source of strength and inspiration. Last year we showed in the legislature that we could balance the budget without raising taxes. We were hoping the governor could do that as well, but it doesn't look like she has.

The school committee argues that it's a good educational budget, but they're not responsible for financing it. I've talked to over 600 people, and they always bring up taxes and the budget. They just want to see they're getting the services they pay for.

One thing that they all do have in common, though, is the effect that the state has had on it this year. The most recent state ... budget, House Bill 66, had a lot of sweeping tax reform in it and this -- while well-intended, hoping to bring in more business into the state -- has had a disastrous effect on a lot of schools.

Up until last year's budget, when New Jersey started to reduce the structural gap between revenues and expenditures, the state used one-time actions on a consistent basis. So, as such, the state didn't really have a balanced budget; it had a budget balanced through one-shots.

One thing it highlights, again, is the wrong-headedness of the notion that higher state taxes and increased state spending somehow keep property taxes down.

Every one of the best tax systems raises sufficient revenue without imposing at least one of the three major state taxes -- sales taxes, personal income tax and corporate income taxes.
