I don't think publishers should give things away for free, but I think cost simply has to be reduced. We will not do this unless the cost is 50 percent off or more from the hard copy.

When you look at it, there is a fairly significant differential in the cost of the oil and it makes a big difference. If there was a vendor that had access to that reduced cost, we would give it serious consideration.

Someone had to be the first to offer dollar-cost averaging for free. Since no one else wanted to be first, it was us. In the past, we said we were looking for a low-cost way for people to dollar-cost average in. But this is not low cost, it's no cost.

But apparently the clerks had destroyed it after they scanned it into the system. I had to go down to a store and get another hard copy printed out to give to the judge. That cost about $70.

There are some who've asked us if this isn't simply part of the cost of doing business. That high a cost is neither acceptable nor tenable.

Sound business strategy dictated we choose a historic, low rate increase to keep hard copy mail as the cost effective medium of choice in the 21st century.

It's really a hard thing to get going. It's hard to motivate a district that has a limited amount of funding. Doing a life-cycle cost analysis may add 40, 50 or 60 thousand dollars to the cost. Carrying out the recommendation from the analysis could add an even more considerable sum.
