We didn't really find them because at that time, the civil war had just come to an end. There were issues over title and property ownership, but we felt a need to get involved and help people there.

The ownership of the property has already been established. Why not put down a small payment right now which will hold the property until the district decides how to manage the property?

Property taxes have become an 800-pound gorilla on the back of North Dakota property owners and renters. Property taxes have become so out of balance that they threaten the ability of seniors to stay in their homes, and threaten the dream of home ownership for our young people and working families.

Property rights are a civil right, and it's high time that people start respecting that, as noble as the cause of historic preservation is.

We had moved into the house on a rental agreement and exercised the right to buy the property. I can't tell you the exact date we bought the property, but I was unaware that exemptions were not given the first year of ownership and we got behind on the taxes. Once I got behind, the taxes kept building up. I wasn't fully aware that they (the county) didn't give you any exemption.

The clause caused an unbelievable furore, ... but our rationale was that on 30 January he had an offer from Middlesbrough while we wanted him to stay to try and push on to retain the title. Time was running out to find a replacement, so we agreed to the get-out clause. We would be in no worse a position than if he had not signed for us. There are no regrets about the contract, the only regret is that we didn't win the title.

We felt that being more aggressive with fines might ring a bell [for the property owner]. We are counting on him to wake up and fix the property. This is an effort to avoid condemning the property. Our intent is not to keep fining the guy; it is to get the problem solved. There is no guarantee at this time.
