The phone call involved someone claiming to be with a bogus utility company and offering utilities at a reduced rate.

It's a rarity that workers would show up unannounced. Customers usually initiate a phone call to set up an appointment, or a phone call (by the utility company) is usually made beforehand.

The question then becomes how do state utility commissions handle these costs and rate increases? Clearly these fuel costs are beyond the control of utilities.

If the governor wants to lead on ethics, he can do two things - call for Jim Black to step aside as speaker of the House, and rescind Bill Culpepper's appointment to the Utilities Commission for taking a contribution from a regulated utility after he was appointed.

That phone call led us to a phone number and an address that led us to Fuentes' location. We had local law enforcement respond to that location and verify for us by seeing, speaking with, and even touching Naomi Fuentes to make sure she was alive and well.

I think this is tough medicine for everybody involved with our company, ... I don't want to make this sound like an easy call for us or for them, but this is our call. We are responsible for running this part of the business.
