I expect T-Mobile will be an active and vigorous participant in the advanced wireless services auction.

The upcoming Advanced Wireless Services (AWS) auction will be a landmark event for the commission. It represents the first auction in almost 10 years of a nationwide footprint of spectrum ideal for mobile wireless services. There is a great deal at stake both for carriers interested in creating new services or expanding old ones and for the government, which has authorized the relocation of federal users to make room for these commercial services. This also is the first auction subject to the Commercial Spectrum Enhancement Act, which requires that auction proceeds must be sufficient (at least 110 percent) of estimated relocation costs of eligible federal entities.

Moreover, with an increasing array of different device types and platforms in use, companies will concentrate on suites that provide maximum platform support while integrating into the existing non-mobile security capabilities enabled in most organizations. The use of wireless telecommunications services in the United States generated a consumer surplus of $157 billion per annum in 2004. Were U.S. carriers to charge at European Union levels, we estimate that the U.S. consumer surplus from wireless services would be halved, demonstrating that U.S. consumers and businesses enjoy substantially greater economical welfare from wireless services than their EU counterparts do.

The DTV legislation is truly a win-win initiative. Not only will it free up needed spectrum for our nation's first responders, but it will also allow our innovative industry to roll out advanced wireless data services to all Americans. This is a significant public policy victory, as there is little doubt it will make our nation more secure and technologically advanced. I applaud Congress for passing this bill and encourage the President to sign it into law.

As we continue to build out our wireless broadband network, we're focusing on developing products and services for today's enterprise customers and mobile professionals. Our relationship with Lenovo is part of our strategic plan to help serve these customers in the way that streamlines the purchasing process and gives them new wireless options to help them work more productively.

We believe that accelerating this effort is in the best interest of customers as they continue to deploy more advanced, content-rich services and applications over their wireless networks.

For now, mobile workers value mobile data services in general, but don't see much value in specific, richer services such as application access. Subscribers need better handsets and greater network bandwidth to take advantage of the full range of mobile data services. The sooner 3G or faster networks are in place and mobile workers acquire handsets with more powerful processors, more memory, better screens, and keyboards, the sooner explosive market growth can occur.
