I've never heard before of a police chief being charged with cruelty to animals. It could have happened somewhere, but I've not heard of it. I think it's a victory in that the laws that have been enacted to protect animals are being enforced, regardless of whether that person is chief of police or average Joe.

It's kind of hard to pack up a whole barn full of animals. And I knew that any animal I left behind would be dead in 24 hours.
