Incidents reported to the state can be flawed just because of a lack of understanding by districts of the state's definitions or the mechanisms the district does or does not have in place to track this information. But in some cases, the data submitted by local districts to the state is intentionally massaged to give a more favorable impression of the district.

I think the state education department is focused in the right areas. And one of those areas continues to be, 'what can we do to improve our performance of students at every level.

Yes, I am excited to say that the report indicates that the school district performed well considering the time period covered was another tough time for our state government and most public school districts. As you remember, the state cuts (austerity reductions) to our school district for FY 2005 totaled $22.4 million, or $50.4 million over a three-year period. [Worries about accountability may also have played a role in the decision to open brand-new schools rather than add teachers and students to existing schools. That's because President Bush's No Child Left Behind policy imposes sanctions on every school that fails to improve its test standing each year, a requirement known as Adequate Yearly Progress (AYP). By the state's own accountability measure, the schools in Orleans Parish have the lowest performance scores in the state; East Baton Rouge Parish is 10 places higher on the list of 65. We know how our school districts struggle with finances. Obviously if there is greater (financial) support (from the state), they're going to have a better performance as long as they try to work within a budget and framework.

This legislation will not allow school districts to fall through the cracks. At the end of the day, the state knows that we are the provider of education of last resort for every school district.

There's no rationale basis for the quality of any child's education to depend on wealth of property in districts where they live. It's the responsibility of state to fund public education.
