The class A borrower gets one price, and the rest of us get another price. That's a big leg-up on the No. 2 cost (for airlines): fuel.

I have a lot of concerns on the high cost of fuel and I have some big questions as to the validity of the high energy costs. Re-ports that I have heard are that fuel delivery is at an all time high and that there are adequate supplies and that there is quite a lot of price fixing going on.

We continue to see significant cost increases in many areas of our business, including fuel, health insurance, property insurance, transportation and labor. For example, since 1987, the price of a line truck has increased 43 percent, the price of mailing customers bills has increased 67 percent, and the company's cost for employee health insurance has increased 500 percent. In addition, Duquesne Light is in the midst of a significant capital investment program, which is taking place throughout our service territory. It is designed to replace older, outdated and inefficient equipment and to ensure that the region will be able to support new business growth and other forms of economic development by meeting the changing and expanding energy demands of the new century.

[Airlines are tired of bankruptcy, too.] Actually, what we've grown weary of are the record-high fuel costs that have masked any of the gains we've made in efficiency, ... it would be a completely different ballgame.

Clearly, results such as the ones we reported today are unsustainable. While there are many factors that impacted our results during 2002, including a sluggish economy, high fuel prices, lingering concerns over terrorism and the possibility of a war in the Middle East, the core issue for our company remains a cost structure that is out of step with the revenue environment facing domestic airlines.

Consumers compelled to shop are greatly influenced by the cost of coverage to switch providers, and the Internet provides them a quick and easy way to obtain quotes from competing carriers. This price transparency presents a challenge to carriers in terms of customer retention, so many providers are building service functionality and actively promoting their own Web sites as a means of attracting and retaining customers.

The airline industry has been hit hard. Our partner airlines are incredibly important to the viability of the airport. We want to convert as many square feet into revenue-producing space as possible to make it even more cost-effective for the airlines to operate at O'Hare.

At a time when high energy prices are wreaking havoc on consumers, the Department of Energy should be making energy efficiency a top priority. Instead, the federal government’s efficiency program is in shambles. This litigation should provide the necessary prod to get these efficiency standards back on track.
