We don't count on the booth money for our operating budget, but it always funds one of our major projects.

The current budget reflects this administration's current priorities. They wanted a budget that gives more money to schools. The legislators have other priorities. The budget also includes money for older projects. Those projects that we can afford to move on, we will. There are several hundred projects on hold waiting for review.

When we'd look at our budget for the last couple years, we were unable to pay our operating services ? standard services? without going into our reserve funds to balance that budget.

With the demographics of our communities' populations, we have to understand there will be less and less public money to support projects. Today there's an increasing burden on the working population, and there will be ramifications of having fewer discretionary funds to work with for future projects.

I've told the shelter board to use the funds as they see fit, as this is the most difficult time of year for their daily operating budget.

We can't work on those streets with state funds because they're off the state system. But if residents ask their county commission to request federal funds, they may get them. Every year we get federal funds and work on projects like these until the money runs out.

I've read about the budget and the need for matching funds. I would be willing to see the money better allocated in the city budget. The library is pretty important and it was pretty well neglected last year.

The budget funds most major programs, rather than making clear choices to boost some and axe others.

We went into these budget negotiations with a few major goals. Foremost, we wanted to avoid borrowing any money, given the state?s large existing debt load. We also wanted to provide money for roads, because obviously they need work. And we wanted to begin paying off the hospital debt. This budget meets all those objectives.

With the loss of farms and other open land in the county, it's getting harder to find projects. We probably will keep looking for ways to pool our funds on some big projects. But we're also always looking for habitat projects to do close to home.

Under these agreements projects are built on time and under budget. That is why they have been used to build major public works projects like the Hiawatha Light Rail Line, the Minnesota Department of Revenue Building and the Orville L. All contractors have the opportunity to work under a project labor agreement, union and non-union alike.

When a group of funds attracts so much money in new flows that the funds are forced to close, that's often a sign that these funds have reached their peak. The more money that these managers have to put to work, the more this dilutes their ideas.

You can't collect money from someone who doesn't have any, ... If they're operating on a shoestring budget and you have a $4,000 judgment, how are you going to get that?

Any time you have items budgeted on funds that are there for only one year, but you know next year you are going to have to pay for them, you have got to figure out where the money is going to come from, ... We were very, very grateful for the money we received, but the way it came has created some internal budget challenges.
