We're not there yet, but we are reducing the rate of decline and that's our goal in 2006.

The unemployment rate stood at 6.1 per cent in November - the lowest rate since mid-2001. The return to higher growth in 2006 should allow the annual unemployment rate to decline slightly in that year.

Manufacturing is still mired in a deep recession, although the rate of decline may be slowing. The rapid adjustment in reducing inventories will eventually slow and ultimately reverse, giving the factory sector a lift.

The committee members believe that the interest rate is too low, pointing to continuing, gradual increases in the rate. The central bank is reducing accommodation, not tightening monetary policy.

Our decline rate is almost double that of the national rate. We've got 150 construction projects per year, mostly for capacity and safety.

So far this year, our U.S. share decline has been half of what it was a year ago. That means we're making progress on slowing the rate of decline, which is the first step toward stabilizing it over time.
