The state budget hasn't included that item now for two years.

Eight years ago the budget was $1.8 million. Today the budget is still $1.8 million. You figure a 2.7 percent cost of living increase that the jail hasn't seen.

Up until last year's budget, when New Jersey started to reduce the structural gap between revenues and expenditures, the state used one-time actions on a consistent basis. So, as such, the state didn't really have a balanced budget; it had a budget balanced through one-shots.

The teachers? union fully understood our budget. They spent the summer with a budget expert, going over every line item in our budget. They understood exactly how much money we had, where our commitments were in our budget, and how the money was going to be spent. It was unrelated. The loan was a way that teachers could contribute to the district?s financial improvement, without having to take a permanent pay cut. We would never take a loan from our teachers to give it to another union. That is totally ridiculous.

To not even have access to the basic top line over view before you have the opportunity to question the secretary seems problematic. We're not going to get them just because they're a novelty item. We have to be responsible with our budget.

We were in a series of budget reductions. It was not something we wanted to do. We will stay with the present arrangement. The budget climate really hasn't changed for us.

The line-item veto is just one element in earmark reform, and earmark reform is just one element in spending restraint. However, the line-item veto would add an important check to a budget process that is tainted by waste, abuse, and favoritism. Congressional leaders should move quickly on this proposal.

The five-year plan is our near-term 'do list.' It lists the projects likely to be included in our budget and built in the next couple of years. People wondering when that road will be widened, when that signal they heard was going in will actually occur, when a rumored new road might be built, can look in this document to see if it's going to happen soon.
