As people try to build their Web services, I think tools are going to make the difference.

The IETF is interested in building something like a Swiss Army knife. We give you the tools and you can go build your network. If you don't have the right tools, then you can come back and identify the tools you need and we'll build them.

For the smaller services, the challenge is to make some kind of a case for why people would want to stay with them, ... They can argue today that they are more mature and they can offer more tools.
