When you're looking at sustainable development there's no 'one size fits all' solution. It depends how rural, how urban, how traditional, how literate, there are so many factors that come into it. Sustainable development is an ecosystem problem.

Most TV and radio stations view the Internet as an opportunity to enhance their service to listeners and viewers. It's an accepted strategy that has been widely used. You buy a premium product, and the increase in subscribers more than offsets the cost. Golf is a strong TV sport. I think you'll see the channel grow in subscriber base over the next two to five years.

In about a year or two the file will become 100 percent controlled circulation. The 120,000 rate base and the subscriber base will remain the same.

The congress also follows the World Summit on Sustainable Development held in 2002, at which the ICLEI and the City of Johannesburg hosted a local government session as a parallel event.
