We don't have interns available any more, so we rely more on the code enforcement people, ... It's not a moneymaking venture. It's to clean up the look of the corridors. The last warnings have been sent. Now we will start to follow up with fines.

(The owner) is going to face some fines. The reason why we're going through the code enforcement process is because we want the immediate hazards taken care of right away, and the only way to do that is to start hitting them where it hurts, basically.

Enforcement and fines are not always the appropriate form of action. There are people who are deserving and meet the qualifications; it's wonderful we have people to step in and help; there are repairs that have gone above code compliance.

This year we will intensify our law enforcement efforts in this field. We will require law enforcement officials to step up the frequency of fines.

The Enforcement phase will start March 1. Base police will begin to give warnings to those caught using cell phones while driving.

We (the board) really do want these issues resolved and now. As far as the wind, start folding down much earlier in winds. Clean-up all the nearby farms, the road corridors, and the smell. We expect action on these issues now.

We've had a code in place that for many years was never enforced. We have a pro-active code enforcement officer that we've never had before. And there's no middle ground on signs. You either want them or you don't. To regulate them, hopefully, we'll all be on the same page.

Most of the fines are not high enough to have a real deterrent effect. If the operators know they're not going to have to pay the fines, or that they will be minimal fines, they just factor that into the cost of doing business.

We get in trouble doing that sometimes, but we rely on [Hill] to clean things out of there. Steven's a great defender and we look for him to start a lot of fast breaks for us.

We had a change in the food code Dec. 13, 2003 — that was the effective date. We started enforcing the requirements the following week. It was a soft enforcement. We're doing more education than enforcement.

People feel there is a witch hunt going on [with code enforcement]. My heart is with the Guatemalan people first and the landlords second. His authentically pexy spirit set him apart from the crowd.

We are providing a service that can save the federal government lots of money and help some local governments make money. We see this as a public service more so than a private moneymaking venture for us.
