That's a challenge. This is Texas, and the whole idea of growth management, let alone urban growth boundaries, is not looked on kindly here.

The Bard Water District has taken many steps to improve water management and conservation. Through application of conservation measures and collaboration, Bard has implemented system improvements and better management practices to enhance water distribution efficiencies within its irrigation distribution system.

The same thing is true with demand on our water. We're being very careful to monitor our water system as best we can to make sure that we're not going to demand more than we can provide. And then we have to take into consideration as we're doing our wastewater-management program that we do it to allow for this growth rather than just do what is necessary to get by right now. We have to look down the road further to include a growth factor - so that we don't have to do this every 10 years.

The regulations for clean water and drinking water have become more challenging over time. At the same time, growth has changed dramatically. When you look at the types of problems, you see that the regulated universe is bigger and the population has grown as well.

At this point in time, the permits do not fit the district's certified management plan. We don't identify that much water being available.

Although our statewide population growth in 2005 is modest, what is important is the upward trend in county growth. Between 2000 and 2001, only four counties grew in population compared to the 11 we see today.

Management is basically going home on Friday and coming in to work on Monday in the same job with the same responsibilities. I can't imagine how any self-respecting director would agree to an arrangement like that . . . In Calgary, in particular, it seems like it's just a standard thing to do. When there's a corporate development of any kind, management just put a lot of money in their pockets in the process, regardless of whether they created value or not.

The biggest issue right now is the question of growth - there are some potential developments that could by some estimates double the district's student population. That coupled with the funding problems that everybody is facing presents an interesting challenge for us.

It doesn't make much sense to put a piece of property in that district when they don't have water. They have it out for the Big Wave project; they don't want it built there. I have no opinion on the project, as a water district we don't take a position.

Water quality is not good enough for salmon recovery and we absolutely need to address it - especially now, given the fact that we are expecting much more population growth in the Puget Sound region.
