Arkansas is going to have to come up with a plan to cut back on the coverage of the pre-existing Medicaid beneficiaries in the state: children, some parents, some people with disabilities and some elderly.

Missouri could make huge strides by adopting a state version of the Federal False Claims Act. Millions now wasted by (Medicaid) provider fraud would be available to provide health care to low-income Missouri parents, the elderly and those with disabilities. In 2005, approximately 90,000 low-income Missourians lost their health insurance due to cuts in the Medicaid program.

Medicaid protects impoverished children, the frail elderly and people in crisis, ... Its limited resources will be further stretched serving hurricane victims. Proponents of Medicaid cuts either undervalue Medicaid assistance or underestimate American compassion.

The stabilization in the overall coverage rate can be explained by an increase in government coverage — notably Medicaid and the State Children's Health Insurance Program — that offset a decline in employment-based coverage.

These vulnerable seniors and people with disabilities had good coverage under Medicaid. Now they are in danger of dying because they cannot get access to their medically necessary prescription drugs.

It means a lot. I'm starting to get letters from Arkansas and Coach Nutt is up here. Arkansas, Arkansas State, Ole Miss and Indiana are schools I'm interested in. Most of my films are at free safety, but I plan to go to camp at Arkansas to show them I can play linebacker.

Our children in poverty are eligible for Medicaid if their parents have signed them up. A routine physical may be a money issue for some people, but we have the Delaware Healthy Children's Program that supplements Medicaid for families within 200 percent [of the $19,350 that has been set as the poverty level for a family of four]. It's one of the most generous in the country, and kids who are eligible get free medical services.

Under this plan, the state will end up folding its own programs, such as Medicaid, into the federal one, ... That means they'll be charged for Medicaid costs anyway. The state may end up paying more for less.

Many beneficiaries are asking what they can be doing right now to prepare, ... Make a checklist. Write down the names of the drugs you take, the dosages and frequency. Write down the pharmacies you like to use. And write down what kind of prescription drug coverage you already have, if you have any. When beneficiaries start comparing plans in October, they can choose a plan that covers the drugs they take, supplies them through the pharmacy or mail order they prefer, and they can select a plan that fits their budget.

I am encouraged that the Oklahoma legislature is joining Florida in providing consumer choice and better care for Medicaid beneficiaries. Patient empowerment, marketplace competition, access to quality care, and cost stability are worthy goals that Florida, Oklahoma, and every state should strive for in reforming Medicaid.

Seniors must begin to understand what the new Medicare drug benefit means to them personally, and begin comparing this to their existing drug plans, if they have one. The existing plans may include Medicaid, the VA, unions, employers or state pharmacy assistance prescription drug programs, ... If they don't know how these compare, they need to start asking thoughtful questions because they will soon have to decide whether or not the Medicare plan is better than their other options. Before long they will have to make an important choice.

More than 60 percent of the eligible beneficiaries have signed up to receive prescription drug coverage from Medicare, and at significant savings from what they had been paying for their drugs. In the past month alone, about 380,000 Americans signed up each week. Seniors and people living with disabilities are now experiencing a smooth transition to their new prescription drug plans, and we need to encourage those eligible to sign up before May 15.

Let me be clear - I want all Louisiana citizens to have choice - including the elderly and persons with disabilities - and their families - who rely on the state for their care.
