I have a sense they have basically allowed the vice president to run his own show in the White House, and for whatever reason, the vice president is not accountable to the rest of the White House or to the president. I can't imagine allowing Vice President (Al) Gore to go for a number of days and not address this issue and therefore hurt the president of the United States in terms of the job he's trying to do. The first priority in the White House is not the vice president. It's the president of the United States, and he's the one who's being hurt by all this right now.

This is not really a strategy document from the Pentagon about fighting the insurgency. The Pentagon doesn't need the president to give a speech and post a document on the White House Web site to know how to fight the insurgents. The document is clearly targeted at American public opinion.

This decision is very critical to the courts, as well as the president with all the other problems concerning public opinion. It's indicated that O'Conner was the swing-voter, so this position is more critical than Roberts'. If I was to advise the president, I would suggest he appoint someone more moderate like O'Conner. I would want someone who may vote with me and the other justices sometimes, and sometimes not.
