I think most parents are satisfied with the neighborhood schools. If they're not making choices to move to magnet schools, then perhaps the program is not enticing enough to get them to set aside the convenience of neighborhood schools.... For example, bus rides (to magnet schools) are over 45 minutes each way. It is a great impediment to people making that choice.
