A recovering stock market may be the main attraction for insurers that placed more in securities investment funds. With expanding assets, insurers seek more investment alternatives and have added investment volume.

The money that funds wildlife management comes entirely from the hunting and fishing community through licensing fees and federal funds that are apportioned to states based on the number of licenses sold. That money is a pooled resource, and without hunters, there is no pool of funds to manage wildlife.

Funds are looking for places to put money and they feel that fundamentals are still very there. There is a movement towards diversification, away from paper assets and back into hard assets (such as metals)... as a part of a portfolio you just have to have.

Pooled funds are difficult to pull off because you're hitting up people for money but giving them little control over how it's spent.

The economic background to metals is therefore supportive, but metals also have the additional price driver of extensive activity by investment funds. Ongoing investment into commodities by broad-based global funds remains very strong.

I don't think this is a supply and demand issue at all. There is plenty of oil out there. I think the biggest thing going on is there is massive speculation on the markets where hedge funds and other groups are buying oil futures ahead of the traditional run-up in prices to guarantee a return on their investment.

Inflows to international equity funds in 2005 exceeded those to U.S. equity funds. Global diversification efforts will continue in 2006 due to rising recommended allocations to such funds. Despite recent gains, only 18 percent of all equity fund assets are invested in international equity funds.

Particularly with the volatility in the stock markets and bond markets, they ended up undervaluing the investment assets by about $130 million. When you understate the value of the state's assets by $130 million, which is fairly big piece of change, it could have some affect on investment decisions and potentially on bond ratings.
