If the Vietnamese Government continues to give incentives and ensure a good business environment, foreign investors will come.

When foreign investors enter Vietnam, they must follow the country's labor rules. If they don't, the Vietnamese government has the responsibility to enforce the law or expel the company. The government has to protect the worker. The unions that represent workers in factories of foreign and joint-stock companies are weak. They don't have the strength to stand up to the management.

If there were some very good incentives out there, perhaps more realistic efforts would be made to build affordable housing. But those incentives are not there. Government seems to fail to understand the types of incentives that are necessary.

I do think that it is very important for government, for senior business leaders and frankly even for the press to make sure they are being responsible in how they talk about the issue. There were political problems and technical problems. The two divisions have different business incentives, and the company, knowingly or unknowingly, set up a situation where their business incentives were not the same as their technology incentives.

The regulatory environment is getting much more welcoming to foreign investors.

Foreign investors will consider this as a step from the government to level the field for foreign competition and free capital for more efficient use. But it is a tricky situation now. The currency will move to a spot lower if the news is considered a negative for growth.
