The Fed's acknowledgement of weakness in the economy and a flight to quality in the bond market caused fixed-rate mortgage rates to slide further. And low mortgage rates certainly help offset rising home values, keeping houses affordable for a larger pool of homebuyers.

Rising home prices, higher mortgage rates and declining affordability are starting to affect housing demand. Evidence continues to mount that the housing market is cooling off.

It's pretty clear that housing is slowing. Rising mortgage rates and the very fast rising homes prices are constraining home buying. Homes are still considered affordable, but not as much so as a year ago.

There's already been a considerable softening in housing demand which preceded the recent rise in mortgage rates. Which leads me to believe that the weakness at a minimum will continue, and may likely accelerate.

The small increase in mortgage rates in November may have prompted many prospective homebuyers to jump into market in order to take advantage of pre-approved mortgage rates.

With last week's Fed tightening, mortgage rates have continued to rise, so that further declines in housing activity are likely over the balance of the year. Nevertheless, robust labor markets and rising incomes have helped sustain housing at a relatively high level.

It was no great surprise that housing starts rose for the second time in three months since mortgage rates in November reached levels not seen since the mid-1960s. Since mortgage rates are not expected to increase significantly, we remain confident that the housing industry will continue to be alive and active well into 2003. Continued low mortgage rates open the housing market to a broader segment of the population and contribute to the on-going vitality in home sales.
