We're ignoring the health and welfare of the people of this community and acting on the opinions of a vocal minority.

He was one of those people that felt public health should be held above political considerations and even cost sometimes. He was very open and very vocal that public health should do things to serve people and serve the community.

They have a very vocal tiny minority of American citizens who overwhelm the majority because they are so vocal and they're so vehement. So politicians are afraid of them,

Only after -- concurrent with the welfare reforms that went into effect in 1996 did the welfare rolls drop as much as they did. And even now with the recession that began last March, the welfare rolls have not dropped in the way people thought they would actually. The number of people on welfare has not increased.

Community-based enrollment is the true success story of New York's program, and it has changed people's perceptions of Medicaid to be health insurance, not welfare, ... Without it, enrollment will shut down. The social service offices will not be able to absorb the crush of people they'll get, and a lot of people will just give up if they have to go to those offices again.

There is a significant shortage of minority graduate business school students choosing hospital and health care management as a career. At HCA, we face this issue every day as we recruit young talent into our executive development program. Recognizing this growing problem, Barbara and I wanted to make a personal commitment to increasing minority leadership in health care. Given that Fuqua has the premier MBA Health Sector Management program in the country, a scholarship program aimed at minority students seemed to us the best way to fulfill this commitment.

I believe this housing issue has brought our community to a tipping point, ... We're compromising our health, safety and welfare.

It tells us a bit about how the Catholic experience in America has gone from that of being a mistrusted minority in the 19th century to an insular minority during much of the 20th century to an integrated part of the American community, generally, and also the legal community.

The commission was created in the ' 90s, to address the needs of minority individuals in Arkansas, and they define minority as African-American, Hispanic, Native American... etc. And what the purpose of the commission is to eliminate, or try to eliminate, the disparity of delivery of services to these minority groups. Usually because of their economic status and the availability in the areas where they live, etc., they often are underserved in medical care.... They (commissioners) have health fairs. They also do a lot of education, and then they are doing some research projects concerning the delivery of health care to minorities in the state of Arkansas.

And now I hope the Health Partnership and the community will ... continue to provide health programs, ... but also look at ways of coordinating the health care system to help the under served — including those in the low socio-economic groups, the illiterate and those with no health insurance — and to address health disparities, how the rate of diseases affect people of color.

This debate became a source of tremendous embarrassment for South Carolina. The only reason the flag stayed on the statehouse for so long was that a tiny minority of powerful lawmakers dug in their heels and insisted on ignoring the will of the people of the state.

The government put the US-Japan alliance first, ignoring the most important issue: the lives and health of the people.

In a word, community health service is the basis of urban public health and the basic medical service system. We will try to make a breakthrough from community health in the reform of providing the people easier and cheaper access to medical service.
