In the past when we've gone through periods where we're eliminating jobs, we've tried to do it so it'll have as minimal an impact as possible. In this instance, the financial situation is such we're just not able to do that.

The financial impact to Microsoft would be minimal.

Sometimes we get three or four installation jobs a week. During the lean periods we may get two jobs a month. What keeps us going during the lean periods is the demand for servicing that has arisen out of the number of dishes that have been installed. You have to be on top of your game. In this business if you try short cuts you can get found out very quickly.

In each instance, when we were talking about this, we were told that the high-wage jobs were going to stay here and that we were going to give the lower-paying jobs, the jobs that Americans did not want, we would let them go to China.

The funding in the past is minimal. It's just basically keeping these minimal-level programs afloat.

Somewhere in the system you need to make significant changes. If the dams are not removed, we may well be forced to acquire 1 million acre-feet of water from Southern Idaho irrigators, taking up to 643,000 acres of land out of production, eliminating more than 6,500 jobs and eliminating as much as $430 million in income.

These are jobs we can't afford to lose. Paper jobs are the highest-paying manufacturing jobs in the state. Those jobs are gold in terms of running an economy like ours. That's what makes it especially hard. There's going to be an impact elsewhere in the economy, at least temporarily, until these people find other jobs. There's going to be a bump.

The federal treasurer should be proud of this achievement. However, the case to improve workforce participation through reduced effective marginal tax rates, eliminating the top rate of tax and rewarding companies who have created the additional 1.7 million new jobs over the past 10 years is compelling.

Some of those jobs are still going to migrate back down to Cincinnati, where Federated is located. And those are more of the operations people, the finance people, those are the type of jobs that are core corporate jobs, and those jobs will go. So it's not that there won't be something (of a) direct impact locally. There will be some.

In terms of how it affected financial markets, it did have an immediate impact, but I don't think it's long-lasting at this point until we know a little bit further what the situation is surrounding it.

Part of it is large periods of higher than average unemployment, globalization ? jobs going overseas ? the shift from manufacturing jobs to lower paying service sector jobs, immigration, the weakening of unions, and the fact that the federal minimum wage has been declining relative to inflation. Those industries will inevitably mechanize, exhaust their resources and decline, eliminating jobs and stalling out economies in their wake. In order to stimulate lasting economic growth and ensure a strong future for coming generations, jobs, industry and income sources must continually diversify.
