Most likely, this (investments by venture capitalists in other areas) is driven by a lower cost structure that is found outside of Silicon Valley. This (Silicon Valley) is a high-priced area to start a business.

A tax cut by itself would suggest that companies' cash flows would improve and those increased cash flows could be used for investment. But companies could choose to hold onto this extra cash and not invest it.

Wisconsin continues to lag in venture capital investments, but its angel capital performance is impressive. Today's angel capital investments are helping to build companies that could attract tomorrow's venture capital investments.

It was a run-of -the-mill business decision by the equipment people at TCI. The market has taken that to believe that there is a capital problem. At TCI, cash flows are growing. They will report third-quarter earnings soon, with cash flows up.

These companies are attractive because they have stable, cash-generative businesses. Interest rates are low and private equity has lots of money. They can leverage debt against these cash flows.

The key here for any innovation is that there has to be a level of consistency -- in terms of academics, in terms of incentives for venture capital, and in terms of new category development. Regardless of the administration, when you see areas of the country like Silicon Valley going through roller-coaster cycles, that's what's harmful.
