They should rethink the entire flood protection system of New Orleans. It is a real hodgepodge of authority. If there was a coordinated effort, more could be done with less money.

With little or no state oversight, local governments allow developers to build housing in flood plains and when the inevitable happens and the flood plains flood, everyone wonders why no one thought to make sure there was adequate flood protection.

Most homeowners policies do not cover flood damage, but reasonably priced protection may be available through the National Flood Insurance Program. Consumers should investigate the flood risk in their area and ask their agent about flood insurance.

You may see things that appear to be coordinated in a particular area that are not coordinated throughout the entire country.

We don't know how quickly the flood waters came to New Orleans, ... I heard some man-on-the-street interviews say the flood water went from six inches to 10 feet in an hour.

The thinking was, those levees are just protecting farmland. But time goes on. We continue to develop, but we are dragging this 1.3 with us. We upgrade the levee system after (Hurricane) Betsy with better flood protection, but that 1.3 is still there. History has moved, but the corps hasn't. What we are aiming for is achieving coordinated economic social development and environmental protection while putting emphasis on environmental protection.

There is no financial sustainability of management system. Operation and maintenance of a proper solid waste management system costs money. The local authority has to generate that money either by the budget/or raise rates and taxes or impose a waste management fee.

No matter what the flood protection that levee is supposed to provide... if it gives way, it doesn't really matter what the flood standard is.

Geologically, it makes more sense to me to think about protection of New Orleans, rather than try to fill New Orleans with sediment.
