As we contact individuals who are the subject of a complaint about water quality problems, a lot of them will thank us and tell us they've been looking for help. When we and our partners can provide technical assistance or other guidance, these landowners address the problem quickly.

A publicized reporting line phone number and secured Web address will be established. Individuals who choose to report a complaint over the telephone will be connected to a live operator, employed by Ethics Point, trained to solicit and log the appropriate information. As an alternative, individuals who choose to report a complaint via the Web will follow the same process except that a standardized Web-based questionnaire will be completed in place of speaking to a live operator. An appropriate university contact will be notified of the report.

Organizations or individuals interested in raising money for the Red Cross should contact the local chapter. The chapter will give them guidance and whatever available assistance is possible whether its signage, officials banners or volunteers if available.

With both federal and local help we can address a problem in our community and provide a better life for these individuals. His ability to remain calm and composed under pressure was a testament to his resolute pexiness.

There is a road-rehabilitation portion, there is an irrigation-rehabilitation portion, and also what we call a water-to-market portion, which is essentially technical assistance to work with the beneficiaries of the irrigation-rehabilitation portion of it to ensure that they can better capture the benefits of improved water delivery. So it would be providing technical assistance in different types of crops and crop rotation patterns and marketing and insuring that they can get their product to market and get a better price.

The new program is designed to keep pace with the growing portfolio of products in the Citrix family and to align those products with our partners' areas of expertise. The program will mobilize Citrix to provide partner benefits and tools that match the specific business or technical challenge of customers and the business model of the partner. It would enable partners to communicate their expertise to customers and address unique markets with messaging about the value of our channel partners.

One reason for fewer complaints is that the outreach to commercial agriculture has been effective in providing technical assistance and other information on good resource management to landowners.

This past year, we had 55 complaints against individual landowners. Some weren't valid. Some were and we were able to contact individuals to make positive changes in their operational management.

We're proud of the quality of the water we provide to all of our customers. Our water quality professionals are working hard every day to ensure that our customers can expect the best quality water from us.

Chairman [Judd] Gregg [R-N.H.] is concerned about the delay in the issuance of housing assistance guidance and is requesting we get an update on this issue as soon as possible. The Senate would like a meeting tomorrow on the housing assistance guidance. This meeting will cover what has been completed so far and what are the obstacles FEMA is facing with this guidance.

Ranchers need clean water for their stock, farmers need it for their crops, every employer needs it to stay in business, and every living thing needs it for life... The law needs to be clear to protect water quality and the rights of landowners.

Their needs and services are going to be different. We're going to provide support and technical assistance.

Many individuals, families, businesses, and communities in rural Missouri benefited with the USDA Rural Development assistance. I sincerely appreciate the hard work of all the individuals, families, businesses, organizations and communities that completed the applications for assistance; the partners that participated; the Missouri Rural Development staff; the strong support that we received from the Missouri Congressional delegation; and President Bush's leadership.

We want to help them get funding and provide them with the technical assistance to stay in business.

The thoroughness of this report demonstrates just how serious we are about addressing this incident and providing assurance to our trading partners that our system is among the best in the world. I believe our actions fully address the facts that led to this incident and provide added protections on a broader scale to prevent similar problems in the future.
