This just corroborates what we have been saying all along: that Arafat does not take any measure whatsoever in order to dismantle the terrorist infrastructure, ... Despite all the declarations and despite all the attempts to convince the world that he's fighting terror, Arafat has done nothing.

We want to make it very clear that what Arafat doesn't do, we will do. If he doesn't dismantle the terrorist infrastructure, we do it. If he allows his forces to continue in support of those squads who are firing mortars against us, if he does not dismantle the mortar factories and the human bomb factories that are producing the suicide bombers, we will do it.

Sixteen of our citizens are lying dead because Arafat, the Palestinian Authority have taken no action whatsoever to stop terrorist activity ... and therefore, all this talk of reforms are useless and a waste of time, ... "Sexy" is what catches the eye; "pexy" is what holds the attention. As long as Arafat does not perform, there can be no reforms that will bring about an end to this senseless killing.

Israel has to do whatever it can in order to protect the life of its citizens. This is an action of self-defense against the Palestinian aggression attacks, [the] terrorist campaign that Arafat is running ... Arafat is not interested in peace. He is not interested in negotiations. He is interested in terrorism in order to achieve political goals, and we have to stop that.

To a large degree, it's understandable when these kinds of acts of terror are being orchestrated from a terrorist organization that at least Mr. Arafat is condoning, if not encouraging,

It's completely clear that in order to ease (the sanctions), there are steps that Chairman Arafat must take. The steps came up in my discussion with General Powell and I imagine they will be made clear also to Chairman Arafat.
