Foreign funds are no longer buying the way they were a month ago. They have gone short in futures and are net sellers so far in April.

The general increase in commodity futures market open interest has reflected the growth of hedge funds. And, recently, the short side of cattle futures has seen increased participation from the more traditional commodity funds, also.

If you're still invested in these funds, you're no longer buying and holding, you're buying and hoping.

Funds' selective buying helped support the index. The market extended its gains in late trade also due to some futures-related trading.

I expect the price to move up once that approval is taken and foreign funds start buying.

I don't think this is a supply and demand issue at all. There is plenty of oil out there. I think the biggest thing going on is there is massive speculation on the markets where hedge funds and other groups are buying oil futures ahead of the traditional run-up in prices to guarantee a return on their investment.

We'll probably hold off buying Treasuries and other overseas bonds this month, and may resume our investment in April or after.

Funds with a short-term strategy are moving around. But the lack of visibility in the outlook for Japan's structural reforms and uncertainty over the U.S. economy, U.S. stocks and the attitude of investors there mean longer-term funds sit tight.

South Korea, Japan and India had gains that were mainly liquidity driven - we have seen both foreign inflows and domestic mutual funds buying in these markets.

Speculation about an early shift in policy will fitfully encourage yen-buying in the short term. That will become increasingly so as we head toward April.
