We do not need the 30-year bond to meet the government's current financing needs, nor those that we expect to face in coming years.

We believe interest rates will continue to rise and therefore believe the timing is right to lock in long-term rates. Accordingly, the company is considering several proposals to refinance approximately $160 million of its current portfolio with 10-year fixed rate financing. We expect to complete the refinancing by July 1st of this year.

Refinancing is necessary because the current financing is short term with a very large balloon payment that no community would be in a position to meet.

If tomorrow's bond auction shows similar poor results, as both yesterday's five-year and today's 10-year have, expect a sharp drop in the bond markets as a whole, and the long-end in particular,

Imagine what it would be like to try to get by on $18,000 a year in Connecticut. If you had $4,000 additional coming in from the federal government, and an extra $800 from the state government, that goes a long way toward helping you to make ends meet.

During the lean times, sometimes pay periods would be skipped. Employees came to expect this, because when financing did come in, they would be brought up current.

The best auction will be the long bond. We expect great demand from overseas accounts in the long bond specifically, as pension rules in Europe are much more strict than current rules in the U.S. and these rules favor bonds over stocks.

The current ratio is appropriate. I expect it will decline further in the future. Last year's fast growth in fiscal revenue enabled the central government to cut the deficit.

Both governors and every commissioner are responsible. This is not necessarily a money emergency because people are crossing the bridges, paying their tolls and the bills are being paid. But bond markets do not look favorably on unpredictable, unreliable, politically driven decisions. Government organizations are created to pass budgets and meet bond covenants. To do otherwise is irresponsible.

The next government will have a full term of four years, which requires that we have agreement on how to positively run the government and the state. We don't want to end up with a government similar to the current one.

Every year we see our prescription sales increase ... up to 63 percent of our sales now. At the same time, people are living longer, well into their 80s and approaching 100. So we're getting drugstores in place to meet the current demand but also looking ahead 5, 10, 20 years from now to make sure we have stores in place to meet that demand.
