Historically there have been compensation programs, not restitution. In other words money, not give them back the property. And that's most likely what's going to happen.

A property owner is, in effect, blocked from using the federal courts to enforce the Fifth Amendment's just compensation guarantee. As a result, property owners throw up their hands and give up without ever getting a fair hearing in federal court.

We must reduce spending. Look at what the legislature is doing right now. They are getting $9 million from the lottery and are planning to spend it. Give the money back to the taxpayers. Raising income tax for property tax relief makes sense.
