Congress must seek and find answers when confronted with a situation that represents a possible betrayal of the public trust especially at a time when the people of the Gulf Region need every resource available to recover, ... ...I intend to exert my oversight power to determine how such flagrant abuse could happen and to ensure that Small Business Administration loans truly go to those who need them.

Congress will be seeking the answers in the days ahead. There is no place for fraud or abuse in any federal program, especially one as vital and serious as this, to help affected small businesses recover economically after 9/11.

This is a clear and unmistakable bipartisan signal to the people of the Gulf Coast region that we are going to do everything in our power to recover and rebuild.

We intend to take that judgment of liability, and seek to apply it to every single person who was damaged because of the flooding of the Mississippi River Gulf Outlet. We are off to Congress to get Congress and the White House to agree to a Katrina Victims Compensation Fund.

Specifically, ... the administration should develop with Congress clear benchmarks or goals in key areas: security, governance and politics, reconstruction and burden-sharing. We applaud those lawmakers, from both sides of the aisle, who have demanded the truth from the government. The rule of law has been broken, and Congress and the public have a right to know. Effective and public oversight can be done without compromising state secrets.
