The distinction between uninsured and insured isn't as simple as it used to be. When we look at people who are insured, we need to know not only if they have insurance, but do they have adequate insurance. So, the numbers could be misleadingly low.

After Hurricane Andrew, Florida laws were changed because it was a new landmark as the most devastating hurricane in the U.S.. In regards to insurance, people in Florida didn't pay their premium risk that they should have. That really changed insurance regulations and building codes.

Those with health insurance are overinsured and their behavior is distorted by moral hazard. Those without health insurance use their own money to make decisions based on an assessment of their needs. The insured are wasteful. The uninsured are prudent. So what's the solution? Make the insured a little more like the uninsured.

The theory behind the program was it would catch people who dropped their insurance after renewing their registration. In reality, we were suspending people for not sending in proof of insurance even if they had it. There was no other way of knowing if they were insured or not.
