These are big, big issues.

It's not gone forward because there's a political advantage for the Democrats not to have an immigration bill.

Everybody agrees there's an enormous problem, everybody agrees with the border security lines and there's general agreement that we have to craft a compromise.

As I think through the issue of funding the rebuilding of Iraq, I think about the analogy of a bankruptcy proceeding. There is no doubt that Iraq as a country is bankrupt.
