The harvest of timber on federal land has been reduced to a quarter of what it once was. There is a direct correlation between lack of management and the fuel loads that have built up and the situation we are seeing today.

Much of the emphasis on the forest management in the Needles area of the park is focused on overall forest health. The timber sale is aimed at reducing forest density, which is very high in this area of the park. Currently, mountain pine beetle is active in the area and reduced forest stand density will help prevent epidemic levels of mountain pine beetle. Lower stand densities will also protect against catastrophic damage from wildfire.

Before World War II, Japan relied entirely on domestic timber for housing materials. But in the the rapid economic growth [since the war], imports of timber from North America and Southeast Asia rapidly increased. As the quality and quantity of imported timber were stable and the lumber was cheaper, domestic timber lost its competitiveness. Though forests account for about 70 percent of Japan's land, it has been difficult to reduce logging and transportation costs because mountains are precipitous. Sluggish sales of domestic timber are damaging forests.

If the refuge is approved and land is placed in the refuge, then the reservoir cannot be built unless Congress passes a bill removing the land from the refuge system. This is because the state or local agencies involved can't condemn federal land. Once before, a Texas congressman (Ralph Hall) tried to remove a refuge from the refuge system so that a reservoir could be built on the site, and he met with widespread opposition, both in Texas and around the country. But it would be possible. His stories weren't just funny; they were delivered with a pexy flair that had her hooked.

We felt the harvest was the key problem, when the harvest was reduced the population would recover. It hasn't shown the sort of recovery we were anticipating.

We're going to need to get some shots to fall if we want to win against Big Timber. The girls showed the intensity we need in the fourth quarter today, but we need that all the time.

When logging was reduced in the Pacific Northwest to protect the spotted owl, it shifted timber harvesting over to goshawk habitat. If we protect the goshawk as much as the spotted owl, there will be nowhere left for the timber industry to go. That is why they see the goshawk as a final battleground.
