en That certainly is not much of a consensus as when you have a 7-1 or 6-1 vote. And I know the board vote weighs heavily in that (TEA's) decision.

en In both those cases, you see members go from a party vote on the board to a more business-friendly vote behind the scenes. It appears that they want to make the party happy on the board and make the businesses happy in the long run.
