Four refineries may come back in the next two or three weeks. For another three or four refineries at least, we will probably have to wait for more than a month. We have seen some efforts by the U.S. government telling people not to buy gasoline if they don't need it, to conserve energy. The effect of the release on gasoline prices is limited. Refineries are producing at full capacity and more crude will not lead to more gasoline.

Once the refineries start making the product you have to transport it. We have to watch the pipelines to the Midwest and the Northeast. The Northeast is less of an issue because we can get cargoes from Europe. Florida has a big problem because 60 to 70 percent of their gasoline is barged across the Gulf.

Refineries in Texas did not take a direct hit from Rita, but the energy grids in that area were effected, and power has not been restored to those refineries.

The USS Carl Vinson, the carrier battle group, will arrive in central command's area later today (Thursday). Some of the ground and air forces from the United States will begin to arrive in the gulf this weekend.

[Katrina, however, knocked out a substantial portion of the nation's petroleum infrastructure, especially refineries that produce gasoline, when gas supplies were already stretched thin.] The larger worry may not be Katrina itself, ... but if energy prices were to continue their sharp climb.

There is a real risk that U.S. refineries will be unable to sufficiently bring back capacity in time for the summer driving season. This will force increased reliance on gasoline imports, and higher prices for consumers.

World oil prices jumped again this week as the price of crude oil traded above $63 per barrel. Seasonal maintenance being performed at gasoline refineries will temporarily limit gasoline production. The near future will probably continue to show lots of ups and downs, and traders react to news of almost any sort.
