The new Fed Chairman clearly expects to have to raise rates a bit further, but the extent of the tightening is dependent on the relative performance of the labor and housing markets.

We attach significance to it (the test) because it has the words 'North Korea' and 'missile'. The North Koreans would be happy for us to attach a political message but I am not sure that was their intention.

The weaker-than-expected housing number still leaves housing at a fairly high level of activity but will raise some eyebrows as markets worry about the (Federal Reserve) overshooting (with rate hikes).

In this day and age, it's hard to determine what's a low-probability event, given what we've seen over the past years. When you see all the issues that have occurred, such as war and natural disasters, the tsunami and all the rest—those were all low-probability, but they happened. I think our whole concept of recognizing what are low-probability and high-impact events has substantially changed. The universe of what can happen is much larger. We've had our minds opened.

With last week's Fed tightening, mortgage rates have continued to rise, so that further declines in housing activity are likely over the balance of the year. Nevertheless, robust labor markets and rising incomes have helped sustain housing at a relatively high level.

Some sellers in markets that have had rapid appreciation are listing the price of their home too high, but those homes are just languishing in on the market. At the same time, some buyers who have believed hype about a housing bubble are hoping housing prices drop, but that's not happening either.
