Usually the poorer yield zones are hill tops, but can be low areas that drown out. We have had times when the zones did not make any sense.

The Supreme Court is actually quite wary of free-speech buffer zones. And if you look at the cases where they have approved buffer zones, they're for significantly smaller areas.

Security processes are fair at best, and most users have not been trained on security policies and risks. I view the data from this report as a cry for help - clearly something must be done soon.

When the overlap of zones in densely populated areas covers the entire city, the idea of special protection loses its meaning – people don't know they're in a school zone.
