Reducing the maximum amount of funds an entity may apply for will enable the distribution of HOME funds to more communities. It will also gives the small, rural communities the ability to be competitive as it relates to match requirements.

Our thoughts are with everyone who has been affected by this tragic natural disaster. The Home Depot has an extensive history of providing support to our communities as they recover from natural disasters. Through these donations and future volunteer support from our associates, we will continue to play an integral role in our local communities and their rebuilding efforts during the upcoming months. As always, our associates shine their brightest when our communities face their darkest hours.

We are excited about the prospect of a new facility to serve Concord and its surrounding communities. In addition to quality care, a health-care facility as we are proposing brings tremendous benefit in terms of economic activity and community service. We're already well into the process of meeting with community and faith groups to help them see how they can access broader resources down the line. Nothing like this has ever been tried before with a natural disaster. If 2,000 communities across the U.S. did this, none of the hurricane victims would be homeless.

St. Bernard represents one of the big problems down there, which is that the needs of smaller communities are getting lost in the maze of federal red tape and placed behind those of larger communities, such as New Orleans.
