It's so widespread, ... It's used against many different countries, and law enforcement only has a small handle on it.

Currently, Taiwan has an intake of 320,000 foreign workers from Southeast Asian countries. The Pacific island countries are relatively small and have very low populations. If we introduce, say, 500 workers from each of these countries, I think this number can easily be absorbed by Taiwan's market and in the mean time, it will significantly benefit our small Pacific allies.

The type of thing that can be handled by a two-man team with a small fire extinguisher. We're not firefighters of first responders, but we're trained to know what we can handle as well as what we can't handle.

I'd have to say that in the US, even though there's widespread resistance, we just haven't seen the huge numbers that some of these countries have. That may still be to come if shipments were to start, for example.

I don't think that the resources of the western European countries are going to implode because of this. But you see disaster striking, economically and otherwise, when you get into countries such as in Africa and other developing nations in which they don't have the resources to handle this.

If you're not going to use private sector, who are you going to use? The only countries that do provide peace-keeping services are among the poorest countries in the world, so it's no small wonder that UN peacekeeping fails.

Except for what might be a small handful of countries, things like air-traffic control, airlines and airports are doing pretty well. I don't think we're going to end up with a long list of countries that are extremely dangerous.

Enforcement of labor rights in the Andean countries is a vitally important issue and was emphasized throughout the negotiations with the Andean countries. Both Peru and Columbia are committed to enforcing and improving the rule of law in general, and adherence to international labor standards in particular.

It's just hypocrisy in my opinion for us, with our 30,000 nuclear weapons, to tell other small countries -- some small countries, it's OK for others; I don't think we've ever said anything about Israel's nuclear weapons -- but I don't see how we can say anything about anybody when we've got so many ourselves.
