Our Overfishing Scorecard shows that when managers prevent overcapitalization of fishing fleets and set and enforce responsible limits based on science, they can make progress in ending overfishing and rebuilding stocks. However, when fishing is allowed to exceed scientific recommendations, fisheries managers are putting our future at risk.

This is becoming a more urgent matter. As we deplete domestic stocks and inshore fisheries worldwide, fishing fleets are being pushed into deeper and deeper waters.

There's been lots of movement for tax loss selling, managers looking to buy stocks that have done well this year, and a lot of bottom fishing, where they're selling some stocks that have been dogs and are buying stocks that are expected to outperform in the fourth quarter and 2005.

Some of the managers missed some of the initial run up in tech stocks, ... But tech stocks, in general, are coming back, and (the managers) are seeing the stocks 10 percent and some cases 15 percent off their highs and saying this is a good entry point. Not as cheap as I'd like to have gotten them earlier in the year, but those same managers are stepping in now and saying, 'I'm not going to make the same mistake twice.'

The only ones to profit from illegal, unreported and unregulated fishing are the owners of the fishing fleets who remain hidden behind veils of corporate secrecy.
