We had more than 1 million people sign up in the first four weeks of the program. For a voluntary program, with a six-month enrollment period, that is extraordinary.

Nearly 20 million of the 21 million people already had drug coverage. The voluntary enrollment rate compares miserably with the rate achieved in the 11-month period when Medicare was originally launched in 1966. Nearly all eligible Americans signed up for the program back then.

A lot of it depends upon how the program evolves over the next few months. Every major program is going to have growing pains. That's almost inevitable. The real question is not what seniors think of the program today as much as what they think of it at the end of the enrollment period.

It is a Medicare prescription drug program, a benefit and an entitlement inside Medicare. It will be voluntary, and it will be universal. That is, it is the government's responsibility to make sure that every senior in the United States gets the ability to avail themselves of this program, period.

For an administration that frequently provides inaccurate information, the use of the 25 million enrollment figure breaks new ground in misleading propaganda. The only real number that is worth focusing on is the approximately 4 million to 5 million who now have prescription drug coverage who did not have it prior to the start of the program. Unfortunately, the administration is trying to mask that failure with an exaggerated number that has nothing to do with new people who gained coverage.

I would give the Olympics a lot of credit for it. We just had record sign-up for the program. We had 91 in Peoria and 68 in Chandler. Both of those are records-to-date for enrollment.

We launched this program just over two weeks ago. Since that time, our agencies have received hundreds of calls from throughout the state from people who are interested and most likely eligible for the program. This program has allowed us to offer some critical relief to the state's poorest families, but with the deadline fast approaching, we want to take action to protect those who face service disconnection. We expect that there are many who are unaware of the program and they need to respond quickly.

Community-based enrollment is the true success story of New York's program, and it has changed people's perceptions of Medicaid to be health insurance, not welfare, ... Without it, enrollment will shut down. The social service offices will not be able to absorb the crush of people they'll get, and a lot of people will just give up if they have to go to those offices again.

When they leave the program, when they turn 18, The Haven will match up to $1,000 of whatever they save. Then, at the end of 12 months of the Turning Point program with Turtle Nest, whatever they've been able to save during that 12-month period, our donors will match up to $2,500.

Right now it's a voluntary program for premises ID. It looks to me like our federal colleagues are continuing to refine the (program) as they learn more from the field experience of the various states. I can't say what the final product will look like, but they are aware of the concerns folks have, with cost especially.

As tragic as this result is, unfortunately, it is not a surprise. We have been afraid for several weeks that an increase in homelessness would be the outcome of the Bush transitional housing program. This is simply the logical consequence of a flawed program design and an inept program implementation.

For the ones who sign up without personal training, we keep around 50 percent. For those who sign up for a personal trainer 90 out of 100 stick with the program and the key is that we write up a special program for them and we keep them motivated and keep them seeing success.

This is about having a voluntary program to allow senior citizens to choose the right program for them, it's having big government out of the solution, and seniors and their families in the solution,

In January alone, 1.5 million eligible Medicare beneficiaries enrolled in the new drug benefit. The rate of enrollment is encouraging because we know people are getting past some of the initial enrollment challenges and are truly receiving the benefits that they need and deserve. As we move forward, we anticipate more people hearing about the benefits from their friends and loved ones, and when that happens we expect to see a great surge in enrollment.

I don't see a voluntary return of more than 1 million displaced people to their villages to start in the next three weeks because of lack of security.
