en Obviously, there's an old debt here to be repaid, we understand that. However, I am certain the people who live in Cook County, who pay taxes here, who depend on services here, are going to make up their own minds.

en Taxes would be from just two sources. We understand there's a limit to the taxes people are willing to pay and we've tried to make this as understandable as possible, but people understand we have to get these projects under way.

en A few people have been looking for them in Lake County. Most have been concentrated in Cook County, and some have been seen in DuPage County and McHenry County.

en Over what the county was providing, there was a dramatic increase in the quality of services, with the next jurisdiction in the county more than double our property taxes.

en Tax increases for the school district will have to be put into place. But doing so will make taxpayers reluctant to increase funding through property taxes for general county services.

en Cochise County has never had a conversation with the ACC about abating taxes. And not once has Algonquin requested that the taxes be abated. Apparently, the only people who want to see the taxes reduced are some of the commissioners on the ACC.

en They're flowing out of Cook into the fringes. People move out of Chicago and into suburban Cook County and now they're losing to the outer suburbs.

en They're never going to be repaid. Adam Smith said that no government had ever repaid its debts and the same can be said of the private sector. The U.S. government does not intend to repay its trillion dollar debt to foreign central banks and, even if it did intend to, there's no way in which it could. Most of the corporations now are avoiding paying their pension fund debts and their health care debts.

en In the short run, you have to have higher taxes to pay for it. Or in the long run, you run up a larger debt and at some point, the debt becomes large enough that it requires tax increases to pay off the debt. No matter how you look at the trend lines, you can't grow your way out of it.

en One of the things most people don't understand is that even at this level... it is only a small portion of what pays for all of the services that come out of the county ? more than $67 million.
