en We didn't try to create the wheel. We had everybody focused on what they could already. Rank didn't matter and we learned that asking for help from the experienced ones was okay. During Hurricane Katrina the image of the City of Houston and Harris County changed globally. That's amazing because of people like you - the citizens.
