At the time of the press release, there were 20 vacant positions and 14 early retirements [in place]. That's how we arrived at the 30 positions. We are hoping to bring that number down.

Right now the department claims it has 1,863 filled positions, but they probably have about 120 positions and more that are vacant, that need to be filled. This has had an impact on every aspect of the system. Child welfare, unlike other types of services can't be done by automated machine. You can't call a 1-800 number; it's very labor intensive.

The legislatively approved budget was based on the elimination of approximately 500 positions, ... That was paring the number of positions that were small positions. We're focusing on big positions and focusing on where our money will have the best impact.
