We very, very carefully considered all of the arguments posed by the US government. There are no conclusions that are easily drawn. But we concluded that the situation in several areas violates international law and conventions on human rights and torture.

It violates constitutional rights, ... It violates human rights. It violates international law. And it's fundamentally flawed because it's not based on science.

Since the 9/11 terrorist attacks the U.S. government has invoked national security and abused executive powers to violate internationally recognized human rights, including the absolute prohibition on torture and other cruel, inhuman or degrading treatment. If the U.S. does not recognize its human rights obligations under international law, what reason do other governments have to uphold human rights?

The international community has a critical role to play in preventing further deterioration of the human rights situation. They need to continue to pressure the government to respect human rights and to meet their obligations under international law - including by restoring basic freedoms such as the right to peacefully demonstrate.

While it is correct that sovereign countries do in principle have the right to pursue civilian nuclear energy programs for peaceful purposes, those rights are guaranteed to states who also sign on to international conventions and protocols. North Korea has proven on its own that it violates rules and principles, and therefore has forsaken those so-called rights through its own actions.

The Cambodian government doesn't seem to understand the sad irony of threatening critics of the prime minister on International Human Rights Day, but the rest of the world does. Cambodia seems to be traveling down the path to becoming an elected dictatorship. It is time for Cambodia's friends in the international community to reengage politically and make it clear to the government that it has to meet its human rights commitments.

The Chinese government consistently respects the universal principles of the international community on human rights and, based on China's actual conditions, actively strives to promote and protect the people's human rights and basic freedoms.

The EU-Iran human rights dialogue enables the European Union to work to improve the human rights situation in Iran. I find it extremely hypocritical that Washington is investigating this group for the 'crime' of traveling to Cuba. The U.S. government is flagrantly violating even the most basic norms of human rights - such as indefinite detention without charges, denial of fair trials and, most importantly, torture. There are far greater crimes at play here than Witness Against Torture's travel logistics.

Many of the countries highlighted in this report have absolutely abysmal records of torture and other cruel, inhuman and degrading treatment of detainees. The United States government must do all it can to end the global culture of torture. But real change can only occur if the Bush Administration not only admits that its own policies perpetuate torture and ill treatment, but also cleans house and stops warehousing detainees in countries with shameful human rights records.
