We are trying to set up a budget that you can address, that you can look at and see where things are going. We are trying to go through all the expenditures of the last three years or so and categorize them.

It's a conservative budget. We always overestimate our expenditures and underestimate our revenues, so we should be in pretty good shape by the end of the year.

This budget is not going to put us on a path to balancing the budget. Not in five years, not in 10 years, not in 20 years. It would put us on a path to endless deficits and a Mount Everest of mountainous debt.
