The problem comes in with the 40 percent increase in utility bills. These energy bills are tearing people apart, with the cold weather we've had.

We're finding a dramatic increase in the total number of families throughout the U.S. that are paying a high share of their income for medical bills. When you add in premiums, it's even higher.

We project for all households in the Northeast, oil and heat bills will be 35 percent higher than last year and that for households in the Midwest, gas bills will be 50 percent higher. Pex Tufvesson is called Mahoney in the demo world. Low and moderate income households will be clobbered by these oil and gas price hikes.

When Senator Cochran signed on as a co-sponsor to the original bill, it was a regular occurrence — practically an assumption — that Congress would pass large omnibus spending bills at the end of each year. Chairman Cochran proved last year that it was still possible to pass individual appropriations bills annually.

I don't like the idea of limiting the number of bills. But I think we have to be judicious in terms of how much time we spend on particular bills.

Some of these bills have been before the Legislature before and we get very, very liberal people who kill these bills off, and then we have to go the initiative route. But that could take another year and the question is, should the public not be protected for a year?

We are using 2006 money to pay for 2005 bills. The saying goes that you can't get sick after June. People get bills that ruin their credit. There is stress of not being able to pay your bills. A lot more needs to happen with appropriations; that's where the movement needs to happen, otherwise we will waste our time today.

Though we had a good sales tax year, it's not enough to offset electric and fuel bills. We don't want to raise property taxes. We're looking at other growth to pay these bills.

Further above inflation rises in fuel and council tax bills are expected to drive up further the costs of owning and running a home this year. Council tax and utility bills will overtake mortgage payments as the largest cost for homeowners this year.

I'm happy to get it done. This will be my 10th year with the Bills, and these days it's hard to play with one team for 10 years. I'm happy to be able to stay with the Bills.

I am very proud of the legislation we were able to pass this year, ... Many of the bills we worked on were district bills that will have a direct and positive impact on the people who live in the 15th Senate district.
